பராமரிக்க வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் தங்கள் மொஹல்லாவில் இருக்கும் ஆதரவற்ற முதியோர்கள் மற்றும் விதவைகள் திருமணமாகாத ஏழை பெண்கள் பற்றிய விபரங்களை சேகரித்து வைத்திருக்க

வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் மூன்று வருடத்திற்கு ஒரு முறை பொதுக்குழு கூட்டி தேர்தல் நடத்தும் நடைமுறையை

கட்டாயம் பின்பற்ற வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் தங்கள் மொஹல்லா மக்களின் ஜக்காத் தொகையை வசூலித்து அதை ஏழைகளுக்கு உதவ பைத்துல்மால் கமிட்டி ஒன்று உருவாக்கிட வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் பள்ளிவாசல் இமாம் மற்றும் நிர்வாகிகள் மொஹல்லாவில் இருக்கும் வழக்கறிஞர் கொண்ட இஸ்லாமிய சமரச கமிட்டி ஒன்று உருவாக்கி செயல்படுத்த வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் நிக்காஹ் நடத்தி வைக்கும் பொழுது நிக்காஹ் நாமாவில்  திருமணத்திற்கு பிறகு மனவாழ்க்கை சம்பந்தமாக ஏதேனும் பிரச்சினை வந்தால் அதை இஸ்லாமிய சமரச கமிட்டி மூலம் தீர்வு காண சம்மதம் தெரிவிப்பதாக

மணமக்களிடம் 

கையொப்பம் பெற வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் ஒரு பொதுமக்கள் ஹெல்ப் லைன் நம்பர் வைத்திருக்க வேண்டும்.

ஒவ்வொரு பள்ளிவாசல் நிர்வாகமும் தங்கள் பள்ளிவாசலுக்கு சொந்தமான வக்ஃபு சொத்துகளின் பட்டியலை அறிவிப்பு பலகையில் எழுதி வைக்க வேண்டும் அதில் ஆக்கிரமிப்பிற்கு உள்ளாகி இருக்கும் சொத்து இருந்தால்

அதை குறிப்பிட்டு யாருடைய ஆக்கிரமிப்பில் உள்ளது என்று குறிப்பிட வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் தங்கள் பள்ளிவாசல் இமாம் மற்றும் மோதினார் 

இருவருக்கும் குடியிருக்க வீடு உத்தரவாதபடுத்திட வேண்டும். 

ஒவ்வொரு ஊரிலும் கட்டாயம் ஒரு ஐக்கிய ஜமாத் உருவாக்கிட வேண்டும் தமிழகத்தில் இருக்கும் அனைத்து ஐக்கிய ஜமாத்திற்கும் ஒரே மாதிரியான துணை விதிகள் (Bylaws) உருவாக்கிட

வேண்டும்.

ஒவ்வொரு பள்ளிவாசலும் அந்தந்த ஊரில் உள்ள ஐக்கிய ஜமாத்தில் உறுப்பினராக  கட்டாயம் இணைய வேண்டும்.

தமிழகத்தில் உள்ள அனைத்து ஐக்கிய ஜமாத்தையும் உள்ளடக்கிய மாநில தலைமை ஐக்கிய ஜமாத் உருவாக்கிட

வேண்டும்.

மாநில ஐக்கிய ஜமாத்தின் தேர்தல் ஐந்து ஆண்டுகளுக்கு ஒரு முறை நடைபெற வேண்டும்.

ஒரு ஊருக்கு ஒரு ஐக்கிய ஜமாத்தை மட்டுமே அங்கிகரிக்க வேண்டும்.

மாநில ஐக்கிய ஜமாத் மாநில அளவில் 

ஒரு பைத்துல் மால் மற்றும் மாநில இஸ்லாமிய சமரச கமிட்டியை உருவாக்கி செயல்படுத்த வேண்டும்.

மேற்கண்ட விஷயங்களில் அரசியல் கலக்காமல் பார்த்து கொள்ள வேண்டும்.

வக்ஃப் சொத்துக்கள் மற்றும் அரசியல் உரிமைகளை பாதுகாக்க

அளவற்ற அருளாளனும் நிகரற்ற அன்புடையோனுமாகிய எல்லாம் வல்ல அல்லாஹ்வின் திருப்பெயரால் துவங்குகிறேன் 

இந்தியாவில் முஸ்லிம்கள் தங்கள் வக்ஃப் சொத்துக்கள் மற்றும் அரசியல் உரிமைகளை பாதுகாக்க பல்வேறு சட்டரீதியான மற்றும் ஜனநாயக வழிகளைப் பயன்படுத்தலாம். இந்திய அரசியல் சட்டம் மத, மொழி, மற்றும் சமூக அடிப்படையில் யாருக்கும் ஊனமின்றி சமத்துவ உரிமைகளை வழங்குகிறது. எனவே, சட்டத்திற்குள் இருந்து எவ்வாறு போராடலாம் என்பதற்கான முக்கியமான வழிகள் இங்கே:

---

1. வக்ஃப் சொத்துக்களை பாதுகாக்கும் சட்டரீதியான நடவடிக்கைகள்

(i) வக்ஃப் வாரியம் (Waqf Board) மூலம் சட்டப்பூர்வமான நடவடிக்கைகள்

• மாநில மற்றும் தேசிய வக்ஃப் வாரியங்களுக்கு முறையிட்டு வக்ஃப் சொத்துக்களை பாதுகாக்க மனு தாக்கல் செய்யலாம்.
• The Waqf Act, 1995 ன் கீழ் வக்ஃப் சொத்துக்கள் தனிப்பட்ட அல்லது அரசாங்க கட்டுப்பாட்டிற்கு வராது என்பது சட்டத்தில் உள்ளது.
• உச்ச நீதிமன்றம், உயர்நீதிமன்றம் வழியாக நியாயப்பூர்வமான வழக்கு தொடரலாம்.

(ii) சட்ட மன்ற உறுப்பினர்கள் மற்றும் பாராளுமன்ற உறுப்பினர்களின் ஆதரவு

• முஸ்லிம் சமூகத்தைச் சேர்ந்த மற்றும் வேறு மதத்தைச் சேர்ந்த நீதி உணர்வு உள்ள சட்டமன்ற உறுப்பினர்களின் ஆதரவைப் பெற சட்டமன்ற மற்றும் நாடாளுமன்றத்தில் இது குறித்து உரையாடலாம்.
• வாக்களிக்க அதிகாரம் பயன்படுத்தி முஸ்லிம்களின் உரிமைகளை பாதுகாக்க முனையும் கட்சிகளை ஆதரிக்க வேண்டும்.

(iii) கல்லூரி மற்றும் பள்ளி நிலங்களை பாதுகாக்குதல்

• பல வக்ஃப் நிலங்கள் பள்ளிகள், கல்லூரிகள் மற்றும் மருத்துவமனை போன்ற சமூக நலத்திட்டங்களுக்கு வழங்கப்பட்டவை.
• அரசு மாறுபட்ட அடையாளங்கள் காட்டி தனியாருக்கு விற்கும் முயற்சி செய்தால், நீதிமன்றங்களில் வழக்கு தொடரலாம்.
• RTI (Right to Information) சட்டத்தை பயன்படுத்தி வக்ஃப் சொத்துகளின் நிலைமை பற்றி தகவல் கோரலாம்.

2. அரசியல் உரிமைகளை பாதுகாக்க ஜனநாயக வழிகள்

(i) வாக்காளர் விழிப்புணர்வு மற்றும் வாக்களிப்பு (Voting Rights)

• வாக்குச்சீட்டு ஒரு சக்திவாய்ந்த ஆயுதம். எந்த ஒரு கட்சியும் மக்களின் ஆதரவின்றி வெற்றிபெற முடியாது.
• முஸ்லிம்கள் அதிகமாக வாக்களிக்கும் பகுதிகளில் ஒருமித்த வாக்குகளை செலுத்த, அவர்களுக்கான உரிமைகளை பாதுகாக்கும் கட்சிகளை ஆதரிக்க வேண்டும்.
• புதிய தலைமுறையை அரசியலில் ஈடுபடுத்த முஸ்லிம் இளைஞர்களை தேர்தலில் போட்டியிட ஊக்குவிக்க வேண்டும்.

(ii) சட்ட மற்றும் நீதிமன்ற வழிகள்

• Article 14, 19, 25-30 ஆகிய சட்டங்கள் முஸ்லிம்களுக்கு சமத்துவ உரிமை, மதச்சார்பற்ற உரிமை, கல்வி நிறுவன உரிமை ஆகியவற்றை வழங்குகின்றன.
• நீதிமன்ற வழிகளை சரியாக பயன்படுத்த, உச்ச நீதிமன்ற வழக்குகளை தொடர சட்ட ஆலோசனைக்குட்பட்டு அணுக வேண்டும்.
• நீதி மற்றும் மனித உரிமை அமைப்புகளின் உதவியை பெறலாம்.

(iii) உரிமை பாதுகாப்பு மற்றும் சமூக செயற்பாடு

• முஸ்லிம் அமைப்புகள், பள்ளிகள், தர்க்குகள் (Debates), போராட்டங்கள், சட்டக் குழுக்கள் மூலம் விழிப்புணர்வு ஏற்படுத்த வேண்டும்.
• ஊடகங்களில் (Media) உரிமை மீறல் தொடர்பாக புகார் அளிக்க வேண்டும்.
• அரசு அதிகாரிகள் மற்றும் சட்ட அமலாக்கத்துறை மீது கண்காணிப்பு வைத்து அவர்கள் சட்டவிரோத நடவடிக்கைகளில் ஈடுபடாமல் தடுப்பது முக்கியம்.

3. பண பலத்துடன் சமாளிக்க பொருளாதார முன்னேற்றம்

(i) கல்வி மற்றும் தொழில்நுட்பம்

• முஸ்லிம்கள் கல்வியில் முன்னேறினால், அதிகாரத்திற்குள் சென்று தங்கள் உரிமைகளை பாதுகாக்க முடியும்.
• தொழில் முனைப்பை (Entrepreneurship) ஊக்குவித்து தனியார் நிறுவனங்களை உருவாக்க வேண்டும்.

(ii) இஸ்லாமிய பொருளாதார அடிப்படைகள்

• வங்கிப் பொறுப்பில் ரிபா (சலுகை வட்டி) தவிர்த்து, இஸ்லாமிய நிதி முறைகளை (Islamic Finance) வளர்த்தால், முஸ்லிம்கள் பொருளாதார ரீதியாக வலுப்பெறுவார்கள்.
• தொழில் வாய்ப்புகளை அதிகரிக்க சமூக வழித்தடங்களை ஏற்படுத்த வேண்டும்.

இந்திய அரசியல் சட்டம் முஸ்லிம்களுக்கு வழங்கியுள்ள உரிமைகளை சட்டரீதியாக, அரசியல் மற்றும் சமூக ரீதியாக பாதுகாக்க முடியும். உண்மையான ஜனநாயக செயல்பாடுகளிலும், சட்டத்தின் நடைமுறையிலும் முழுமையாக ஈடுபட்டு, வக்ஃப் சொத்துக்களையும் அரசியல் உரிமைகளையும் பாதுகாக்க வேண்டும்.
